Try reducing output capcitor value. It may be that it is taking to long to reach regualtion and therefore supply may go into auto-restart.

Hi. Can you give us details abou the charge you are connecting to the SMPS output? And how does the output measure prior to connecting the charge and atthe moment the charge is connected? Tks.
