output voltage regulation

I am developing 165W power supply design using Power Integrations device.
Basically multiple o/p design and when proto built i am using only one output.
the feedback used is TL431 . i used zener feedback also, but for both i didn't get load regulation. i used 12v dc supply for bias also .no any improvement plz suggest for improve load regulation.

Please give some details, such as what PI device you are using and what output voltage you got. It will be helpful if you can provide schematic and the drain voltage/current waveform. Thanks.
my power supply output spec is 9V,15A using TOP261EN. but i am getting only 8v
for 10A ,hardly 1.5V drop is there .the feedback is TL431. drain voltage is 645V ,drain current is 5A .I am not able to conclude which part is fault.pls suggest me.
